The public course is labeled Portuguese. Duolingo’s research has explicitly identified Brazilian Portuguese in its language data, although that older research is not a current feature inventory. Will people in Portugal understand Brazilian Portuguese?

What you learn still counts.
Brazilian and European Portuguese share a great deal of vocabulary and grammar. Learning one is not wasted effort if you later use the other. The practical question is where you need extra listening exposure and which everyday expressions you want to make habitual. Avoid treating every Brazilian expression as an error; a useful correction depends on the variety and situation you chose.
Should I restart if I began with Brazilian Portuguese?
Usually you can build on what you already know. Add Portugal-specific listening and vocabulary, and practice the situations you need. Tell your tutor which variety you are aiming for.

Before committing to a resource, listen to sample speech and check that Portugal or pt-PT is explicitly supported. Ask how it handles regional vocabulary and pronunciation during conversation.
